Twitter is testing a feature which helps you to limit how many people can reply to your tweet. This feature will provide you to select reply from everyone, you follow or only people you mentioned in the tweet with their twitter handle.
As of now twitter is testing this feature by rolling out to some group of people. If your twitter account is also a part of it, by this time while you tweeting you will be able see an option to select if you will allow replies from everyone, people you follow and only people you mentioned.

If you limit the replies to your tweet, other who follows you can see the tweet but they will not able to reply it. People who can’t reply they can still able to retweet, like tweets and retweet with comment. The people who can’t reply will see a gray colour little message below the tweet as follow.
